The quoted numbers on occupancy rates are way off for higher class WHs. We have a static C6 which is closed several times a day. I would say around 20% or less of C6 systems are inhabited. It does scale pretty linearly down with the class of wormh...

Yes, Port Maphante is the only place. From what I have heard, parts like the Elemental Crux are insanely rare. I consider this a bug, and filed a bug report. I would recommend you do the same.
